LEGAL NOTICE
TOWNSHIP OF WINSLOW

NOTICE is hereby given that at the Reorganization Meeting of the Mayor and Township Committee of the Township of Winslow held on January 3, 2026, in the County of Camden, State of New Jersey, has by Resolution, awarded Professional Contracts to the following:

• Stuart A. Platt, Esq., and/or his designee of The Platt Law Group, PC as Township Solicitor to perform all Municipal legal services including Municipal Utilities Counsel for Labor, in a maximum amount not to exceed $185.00 per hour.
• William M. Tambussi, Esq., and/or his designee of Brown & Connery, LLP as Labor Attorney to perform all Municipal legal services for Labor Counsel, in a maximum amount not to exceed $185.00 per hour
• Michael Cesaro, and/or his designee of PKF O’Connor Davies as Township Auditor in an amount not to exceed $132,000.00 annually, as described in the contract on file
• Gary A. White and/or his designee of Churchill Engineers as Municipal Engineer & Land Surveyor in an amount of $210.00 per hour.
• Joseph H. Mingle and/or his designee of Remington & Vernick Eng. as Municipal Utilities Engineer in an amount of $230.00 per hour.
• Christopher Noll and/or his designee of Environmental Resolutions as Municipal Traffic Engineer in an amount of $215.00 per hour
• Gregory R. Valesi, and/or his designee of Consulting Engineers Associates as Special Projects Engineer in an amount of $230.00 per hour.
• Norman K. Rodgers, III and/or his designee of CME Associates as Special Projects Engineer in an amount of $210.00 per hour.
• Christopher Noll and/or his designee of Environmental Resolutions as Special Projects Engineer in an amount of $215.00 per hour.
• Thomas Merchel of Conner Strong & Buckelew as Insurance Broker Risk Management Consultant at a rate of 6% of the Township’s fund assessment and shall be paid by the Camden County Joint Insurance Fund
• John Lajewski of Conner Strong & Buckelew as Consultant/Broker of Record for Health Insurance at a maximum of 7% commission on stop lost and maximum amount of $3.00 per employee.
• Michael R. Mignogna, Esq. as Hearing Officer in an amount of $185.00 per hour.
• Michael R. Mignogna, Esq. as Conflict Attorney in a maximum amount not to exceed $185.00 per hour.
• Philip A. Norcross, Esq. of Parker McCay as Bond Counsel in a maximum amount not to exceed $215.00 per hour
• Gary H. Lomanno, Esq. as Public Defender at a rate of $32,500.00 annually and a maximum of $185.00 per hour for sessions in excess of the scheduled length as described in the contract
• Jason Pollack, Esq. as Conflict Public Defender at a rate of $350.00 per court session and $500.00 per session in excess of the schedule length as described in the contract
• Richard Demichele, Esq. as Court Conflicts Prosecutor at a rate of $600.00 per 4 hour court session and $700.00 for sessions 5 hours or more in excess of the scheduled length as described in the contract
• Shirley Grasso, Esq. as Court Conflicts Prosecutor at a rate of $600.00 per 4 hour court session and $700.00 for sessions 5 hours or more in excess of the scheduled length as described in the contract
• Ed Farmer of Millenium Strategies as Grant Writer for an annual rate of $42,000.00 as described in the contract
• Robert LaGuarina, Jr. of the Wounded Healer d/b/a My Friend’s House for $4,800 per month as described in the contract
• Malvika Apte, of Heyer, Gruel & Associates as Municipal Planner in a maximum amount not to exceed $175.00 per hour

Duration of Contract: One Year, expiring December 31, 2026, or until a replacement is appointed.

Service and Amount: Services as assigned, at variable rates per hour as per rate schedules are on file. A copy of the contract will be on file and available for public inspection via OpenGov portal at www.winslowtownship.com
