NOTICE OF PUBLIC HEARING
ORDINANCE OF THE TOWNSHIP OF WINSLOW, COUNTY OF CAMDEN, STATE OF NEW JERSEY, AMENDING, SUPPLEMENTING, AND REVISING CHAPTER 294, SECTION 129 OF THE CODE OF THE TOWNSHIP OF WINSLOW ENTITLED “SIGNS”
WHEREAS, the Township of Winslow (the “Township”) is a municipal corporation organized and operating under the laws of the State of New Jersey; and
WHEREAS, Chapter 294, Section 129 of the Township Code sets forth rules and regulations concerning the placement of signs within the Township; and
WHEREAS, the Township Committee wishes to extend the time to display temporary political signs to account for early voting; and
WHEREAS, pursuant to N.J.S.A. 40:48-2, the Mayor and Township Committee of the Township of Winslow are authorized to enact and amend ordinances as deemed necessary for the preservation of the public health, safety and welfare and as may be necessary to carry into effect the powers and duties conferred and imposed upon the Township by law.
NOW THEREFORE BE IT ORDAINED, by the Mayor and the Township Committee of the Township of Winslow as follows:
SECTION 1: Chapter 294, Section 129, Subsection L of the Code of the Township of Winslow, entitled “Temporary signs,” is hereby amended, revised and supplemented as follows:
§ 294-129 Signs.

- Temporary signs, advertising events, such as business openings, fairs, bazaars, auctions, or other special activities shall be erected or placed so as not to obstruct or obscure visibility at corners or intersections or otherwise cause a traffic safety hazard. Such signs are allowed thirty (30) days prior to the event being advertised and must be removed within ten (10) days following the conclusion of the event.
Signs erected by an ongoing business as a means of furthering its business activity or by an ongoing business or an individual as a means of selling real property shall not fall within this special activity designation. Yard sale signs are subject to the provisions of Chapter 291-7 of the Township Code.

- Temporary political signs, not exceeding 32 square feet in area, may be erected on any privately owned lot or parcel in any nonresidential zone. Corner properties are allowed one sign not exceeding 32 square feet on each road frontage. Temporary political signs not exceeding six square feet in area are permitted in all districts, not to exceed five signs per property. On properties with thirty-two-square-foot signs, only four small signs are allowed. No such temporary political sign shall be erected more than 45 days in advance of Election Day and all such signs shall be removed within 10 days after Election Day. Temporary political signs that are fixed permanently are prohibited.
SECTION 2: Except as set forth in Section 1 above, the balance of the Code of the Township of Winslow shall not be affected by this Ordinance.
SECTION 3: All Ordinances or parts of Ordinances inconsistent with this Ordinance are hereby repealed to the extent of such inconsistency.
SECTION 4: If the provisions of any section, subsection, paragraph, subdivision, or clause of this Ordinance shall be judged invalid by a court of competent jurisdiction, such order of judgment shall not affect or invalidate the remainder of any section, subsection, paragraph, subdivision, or clause of this Ordinance.
SECTION 5: This Ordinance shall take effect immediately upon final passage and publication in accordance with law.
Notice is hereby given that the foregoing Ordinance was introduced and passed upon first reading at a regular meeting of the Mayor and Township Committee of the Township of Winslow on the 28th day of October 28, 2025 at 7:00 P.M., and the same was then ordered published according to law; and the same ordinance will be further considered for final passage during a meeting of the Mayor and Township Committee of the Township of Winslow to be held in the Mayor Dominic Maiese Municipal Complex, 125 S. Route 73, Braddock, New Jersey on November 25, 2025, commencing at 7:00 P.M., prevailing time, or at any time and place to which such meeting from time to time may be adjourned. All persons interested will be given an opportunity during said time to be heard concerning such Ordinance by order of the Mayor and Township Committee.
