NOTICE TO BIDDERS
WILTON’S CORNER PHASE 2 – PAVEMENT PRESERVATION
Notice is hereby given that sealed bids/electronic bids will be received by the Township of Winslow for the following public works project:
WILTON’S CORNER PHASE 2 – PAVEMENT PRESERVATION
Bids shall be submitted electronically through the Township of Winslow’s OpenGov Procurement Portal and must be received no later than:
10:00 A.M.
WEDNESDAY, SEPTEMBER 16, 2026
Bids will be publicly opened and read electronically through the OpenGov Procurement Portal immediately following the bid submission deadline.
BIDS RECEIVED AFTER THE SPECIFIED DATE AND TIME WILL NOT BE ACCEPTED.

BID DOCUMENTS AND SPECIFICATIONS
Specifications, plans, bid forms, instructions to bidders, contract documents, and all other required bid documents for “Wilton’s Corner Phase 2 – Pavement Preservation” are available through the Township of Winslow’s OpenGov Procurement Portal:

Prospective bidders are responsible for obtaining all bid documents and specifications and for reviewing all requirements contained therein.
Bidders are responsible for acknowledging and incorporating into their bids all addenda issued by the Township. All addenda will be issued through the OpenGov Procurement Portal in accordance with applicable law.
PUBLIC WORKS / STATUTORY REQUIREMENTS
This project is a public works construction contract and is subject to the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq., the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq., and all other applicable federal, State, and local laws, regulations, ordinances, and requirements.
All contractors and subcontractors bidding on or performing public works subject to the applicable statutory requirements must be properly registered with the New Jersey Department of Labor and Workforce Development, Division of Wage and Hour Compliance, pursuant to the Public Works Contractor Registration Act. Proof of required registration shall be provided as required by law and the bid specifications.
The successful bidder and all applicable subcontractors shall comply with all requirements of the New Jersey Prevailing Wage Act and shall pay not less than the applicable prevailing wage rates established by the Commissioner of Labor and Workforce Development for the work performed under this contract.
The applicable prevailing wage determination for this project shall be incorporated into the contract documents.
REQUIRED BID SUBMISSIONS
Bidders shall submit all documents and forms required by the bid specifications and applicable law, including, as applicable:
- Bid Proposal/Form of Bid;
- Bid Guarantee in accordance with N.J.S.A. 40A:11-21;
- Consent of Surety in accordance with N.J.S.A. 40A:11-22;
- Bidder’s Checklist;
- Statement of Ownership Disclosure;
- Non-Collusion Affidavit;
- Acknowledgement of Receipt of Addenda;
- New Jersey Business Registration Certificate;
- Public Works Contractor Registration documentation;
- All required affirmative action/equal employment opportunity documentation;
- All required prevailing wage certifications;
- All other certifications, affidavits, forms, and documents required by the bid specifications and applicable law.
The New Jersey Office of the State Comptroller identifies the bidder’s checklist, bid guarantee, consent of surety, ownership disclosure, and acknowledgement of addenda among the required construction-bid submissions under the Local Public Contracts Law.
AFFIRMATIVE ACTION / EQUAL EMPLOYMENT OPPORTUNITY
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq., concerning Equal Employment Opportunity and Affirmative Action.
The successful bidder shall comply with all applicable State and federal Equal Employment Opportunity requirements and shall submit all required documentation prior to execution of the contract, as required by law and the bid specifications.
BUSINESS REGISTRATION
Pursuant to N.J.S.A. 52:32-44, the successful bidder and applicable subcontractors shall comply with all requirements concerning New Jersey Business Registration Certificates.
All required registration certificates and documentation shall be submitted at the time and in the manner required by applicable law and the bid specifications.
RESERVATION OF RIGHTS
The Township of Winslow reserves the right, in accordance with the New Jersey Local Public Contracts Law and other applicable law, to reject any or all bids, to waive minor informalities or irregularities where legally permissible, and to award the contract to the lowest responsible bidder whose bid conforms to the specifications and all applicable requirements.
The Township further reserves all rights and remedies available to it under the New Jersey Local Public Contracts Law and other applicable laws and regulations.
No bidder shall withdraw its bid for the period specified in the bid documents.
