NOTICE OF PUBLIC HEARING

ORDINANCE TO ESTABLISH A CAP BANK AND EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS FOR THE 2026 MUNICIPAL BUDGET (N.J.S.A. 40A: 4-45.14)

WHEREAS, the Local government CAP Law, N.J.S.A. 40A: 4-45.1 et seq., provides that in the preparation of its annual budget, a municipality shall limit any increase in said budget to 2.0% ($696,277.24) unless authorized by ordinance to increase it to 3.5% ($1,218,485.17) over the previous year's final appropriations, subject to certain exceptions; and,

WHEREAS, N.J.S.A. 40A: 4-45.-15a provides that a municipality may, when authorized by ordinance, appropriate the difference between the amount of its actual final appropriation and the 3.5% percentage rate ($1,218,485.17) as an exception to its final appropriations in either of the next two succeeding years; and,

WHEREAS, the Mayor and Township Committee of the Township of Winslow in the County of Camden finds it advisable to increase its CY 2026 budget by up to 3.5% over the previous year's final appropriations,

WHEREAS, the Mayor and Township Committee hereby determines that any amount authorized hereinabove that is not appropriated as part of the final 2026 budget shall be retained as an exception to the final appropriation in either of the next two succeeding years.

WHEREAS, by the mayor and Township Committee of the Township of Winslow in the County of Camden, a majority of the full authorized membership of this governing body affirmatively concurring, that, in the CY 2026 budget year,, the final appropriations of the Township of Winslow shall, in accordance with this ordinance and N.J.S.A. 4-45.14, be increased by 3.5%, amounting to $1,218,485.17, and that the CY 2026 municipal budget for the Township of Winslow be approved and adopted in accordance with this ordinance, and,

NOW, THEREFORE, BE IT ORDAINED, that any amount authorized hereinabove that is not appropriated as part of the final budget shall be retained as an exception to final 2026 appropriation in either of the next two succeeding years; and,

BE IT FURTHER ORDAINED, that a certified copy of this ordinance as introduced be filed with the Director of the Division of Local Government Services within 5 days of introduction; and,

 
BE IT FURTHER ORDAINED that a certified copy of this ordinance, upon adoption, with the recorded vote included thereon, be filed with the Director within 5 days after such adoption.


Notice is hereby given that the foregoing Ordinance was introduced and passed upon first reading at a regular meeting of the Mayor and Township Committee of the Township of Winslow on the   23rd day of  June, 2026 , at 7:00 P.M., and the same was then ordered published according to law; and the same ordinance will be further considered for final passage during a meeting of the Mayor and  Township Committee of the Township of Winslow to be held in the Mayor Dominic Maiese Municipal Complex, 125 S. Route 73, Braddock, New Jersey on July 21, 2026, commencing at 7:00 P.M., prevailing time, or at any time and place to which such meeting from time to time may be adjourned. All persons interested will be given an opportunity during said time to be heard concerning such Ordinance by order of the Mayor and Township Committee.
