PROPOSAL 1-Annual Budget

Shall the Board of Commissioners, Winslow Township Fire District No. 1, be authorized to raise the sum of $3,590,182.00 for the operations and maintenance of the Fire District for the 2014 fiscal year?

PROPOSAL 2

Shall the Commissioners of Fire District No. 1, in the Township of Winslow, County of Camden, New Jersey (“Fire District”) be authorized to: (a) undertake a capital improvement program consisting of: (i) the construction of a new fire station at the intersection of Williamstown Road and Erial Road to house the Winslow Township Fire District’s Headquarters and the Sicklerville Volunteer Fire Company, including living quarters for career staff, a three bay garage for fire apparatus, administrative offices and a multipurpose room for fire department training; and (ii) the acquisition of furniture, fixtures and equipment for said new facility and improvements, together with such other work or improvements as may be necessary to complete said construction and acquire such furnishings; and (b) expend for all of the foregoing an amount not to exceed $6,300,000; (c) issue and sell bonds or in the alternative bond anticipation notes of the Fire District for said purposes in the amount not to exceed $6,300,000?

PROPOSAL 3

If Proposal II is approved by the voters, shall the Fire District also be authorized to: (a) undertake capital improvements to the Cedar Brook Fire Company building, Winslow Township Fire Station #3 located at 9 Cedar Brook Road, Sicklerville, New Jersey, including, but not limited to: (i) the conversion of the current administrative space into a bunk room and kitchen area; and (ii) the addition of locker room areas, together with such other work or improvements as may be necessary to complete said improvements; and (b) expend for all of the foregoing an amount not to exceed $240,000; (c) issue and sell bonds or in the alternative bond anticipation notes of the Fire District for said purposes in the amount not to exceed $240,000?

EXPLANATORY STATEMENT FOR PROPOSALS II AND III

Voters are requested to cast a vote on both Proposals.  If Proposal II is approved by the voters, the Fire District will be authorized to undertake the projects set forth therein.  If Proposal III is approved by the voters, the Fire District will be authorized to undertake the project set forth therein only if the voters of the Fire District also approve Proposal II.  If the voters of the Fire District approve Proposal III, but do not approve Proposal II, the Fire District will not be authorized to undertake the projects set forth in Proposal III.

If Proposal II is approved by the voters of the Fire District, the Fire District will be authorized to expend an amount not to exceed $6,300,000 for the projects described in Proposal II and to finance the costs thereof by a bond issuance in a principal amount not to exceed $6,300,000. 

If Proposals II and III are approved by the voters of the Fire District, the Fire District will be authorized to expend an amount not to exceed $6,540,000 for the projects described in Proposals II and III and to finance the costs thereof by a bond issuance in a principal amount not to exceed $6,540,000.
